The confusion starts with the name. Oman issues two different certificates, both of which get translated into English as "police clearance certificate", and they are not interchangeable. Getting this wrong is the most common reason people waste a trip or a fee.
Two certificates, two different purposes

Both are issued by the Directorate General of Criminal Inquiries and Investigations, part of the Royal Oman Police.
If you are not an Omani citizen, the certificate you need is the Non-Conviction Certificate. Foreign governments sometimes call it a "Clearance Certificate" — Canada's immigration service and the US State Department both use that wording. One term you should ignore entirely is "سجل عدلي", the judicial record, which is used in Lebanon, Jordan and Morocco but is not the Omani term.
It is an Omani-domestic document, and the official list of purposes is specific: opening private schools and training institutes, legal offices, media establishments, commercial shops and consulting offices; firearms licensing; candidacy for the Shura Council and nomination to the Oman Chamber of Commerce; and certain professional licences.
If you are an expatriate applying for a visa abroad, this is not your document.
If you are in Oman now
The process is fully digital and has been since June 2022. Through the ROP mobile app or the ROP website: sign in with your PKI mobile digital identity or a one-time password, go to Document Services, then Certificates, then Request New Document. Pay by card — cash is not accepted — and the electronic certificate is emailed to you automatically.
In-person application remains possible at the Directorate General offices in each governorate, including the police clearance office in Qurum, Muscat. For the Good Conduct Certificate, in-person requirements are a letter from the applicant, a copy of the ID or passport, two photographs and the completed form.
If you have already left Oman
This is the part that most published guidance gets wrong, and it is worth reading carefully if you are a former resident who now needs an Omani police certificate for immigration to Canada, Australia, the UK or elsewhere.
The Royal Oman Police operates a dedicated online form for non-Omanis outside the Sultanate. What it asks for is remarkably little:
- Your passport number, its issue date and issuing country — the passport you last used to enter Oman
- Your civil ID number, the civil number issued to you during your residency
- An email address, entered twice
- The purpose: a visa for certain countries, working outside Oman, or migration to another country
That is the whole form. No fingerprints. No photographs. No embassy visit. No power of attorney. You pay online and the electronic copy is emailed to you.
Commercial attestation agencies still describe a legacy process: fingerprint cards taken at a local police station, notarisation, attestation through your home country's foreign ministry, submission via an Omani embassy, and two to four weeks of waiting. Canada's own immigration guidance also still describes the embassy or power-of-attorney route.
That older route existed and some of these pages simply have not been updated. Before paying an agency several hundred dirhams or rupees to handle this, try the ROP online form yourself first.
The one thing you genuinely need is your civil ID number from your time in Oman. If you no longer have it, that is the point at which the alternative routes become relevant.
Validity — an honest gap
No validity period is published for either certificate on any official ROP or gov.om page. Commercial sources variously claim three to six months, or six to twelve, and contradict each other even within the same website.
The practical answer is that validity is set by whoever is asking for the certificate, not by Oman. Canadian and Australian immigration commonly want a certificate issued within the last 90 days. Request yours close to when you will actually submit it, not months in advance.
Bringing a police certificate from your home country
The reverse direction — supplying your home country's police certificate for use in Oman — runs through the normal attestation chain: obtain the certificate, authenticate it domestically, then have it attested for use in Oman.
Two things are worth knowing. Police and non-conviction certificates are explicitly listed in the Ministry of Foreign Affairs fee schedule, at OMR 10, so they are within scope of the attestation service. And Oman has been a Hague Apostille Convention member since 2012, which may mean an apostille alone is sufficient — a point we cover in detail in our attestation guide, along with the reasons to confirm with the receiving authority first.
One useful observation: the Royal Oman Police visa requirements page does not list a police certificate as a universal requirement for employment visas. It lists medical certificates for nationals of certain countries, but not a blanket PCC requirement. If someone has told you that you must supply one, ask which specific authority requires it before starting the process.
When you actually need one
For the Non-Conviction Certificate, the form's own dropdown tells you the recognised purposes: obtaining a visa for certain countries, working outside Oman, and migrating to another country. In practice it is also commonly requested for permanent residence applications, higher education admissions abroad, and some professional licensing.
One eligibility quirk documented by Canadian immigration: police certificates are reportedly not available to Omani citizens married to foreigners. The reason is not explained in any source we found, and it may not apply in the way it reads. If it affects you, contact the ROP directly rather than assuming.
Why applications get delayed
There is no official list of refusal or delay reasons, so this section is drawn from practice rather than published rules. The recurring causes reported are an expired residence visa or ID at the time of application, mismatched or incorrect passport details, photographs that do not meet specification, a missing or unclear statement of purpose, and generally incomplete documentation.

For the online route from abroad, the single most common blocker is simply not having your Omani civil ID number to hand. It is worth digging it out of old documents before you start.
