From the first paper to the resident card: the Oman company checklist

Ten stages, five authorities, and one rule that explains the delays: several documents you collect early are on the document list of a later stage. Here is the chain as each authority publishes it, with the fees that are published and the ones that are not.

Setting up a company in Oman and taking an investor resident card is a chain of ten stages across MOCIIP, the Chamber of Commerce, the municipality, the Ministry of Labour and the Royal Oman Police, and in normal circumstances it takes roughly two to three months end to end, by our reckoning from the published timings. The commercial registration itself is a matter of days; the long poles are the corporate bank account and the resident card, and most of the weeks people lose are lost to documents collected in the wrong order.

The whole chain on one page

No government page publishes this sequence end to end. What each authority does publish is a list of documents it wants, and when you lay those lists side by side the order sets itself: the Chamber of Commerce card is on the Royal Oman Police investor-visa list, the municipal licence and the lease are on the Ministry of Labour work-permit list, and your own Ministry of Labour licence is on the police list again. The table below is that dependency map.

Where this sequence comes from

Every arrow in that table is taken from a published document list: the ROP's Arabic investor-visa page, the Ministry of Labour's work-permit service, Muscat Municipality's licence service and gov.om service cards, all read on 5 October 2026, with no amending decision published by 9 October 2026. No authority states the chain itself. If a stage seems to stall for no reason, the missing paper is usually an output of the stage before it.

Stage 0 — before you file: papers from home

  • Passport, valid for at least six months, for every shareholder and for the manager named on the CR — the ROP investor-visa list sets the six months.
  • Two 4×6 cm photographs — also on the ROP list.
  • Your activity, chosen from the ISIC list and checked against the 123 activities closed to foreign investment before anything else. See activity codes and restricted activities.
  • Your legal form — LLC (two to fifty shareholders) or SPC (one). Neither has a statutory minimum capital, and a natural person may hold only one SPC. See choosing the legal form.

If a shareholder is a company registered abroad, add its recent commercial extract, memorandum and articles, certificate of good standing, a board resolution naming the Omani company, its capital, signatory and shareholding, and a power of attorney for the setup. All of it needs to be attested and translated into Arabic by a certified translation office before MOCIIP will accept it — a file with a broken attestation chain is rejected, not queried. The Apostille does not cover company documents in Oman

Oman has been party to the Hague Apostille Convention since 30 January 2012, and many pages stop there. On 23 March 2021 Oman filed a declaration stating that the Convention does not apply to “commercial and customs documents, whatever their type, origin or value”, nor to documents issued by diplomatic or consular agents; it applies only to civil public documents. A parent company's certificate of incorporation is a commercial document. Plan on the consular chain: notarisation at home, your foreign ministry, the Omani embassy, then attestation in Oman through Oman Post, then a certified Arabic translation.

One question no Omani page answers. The declaration says the Convention applies to civil public documents under paragraphs a to d of Article 1, and paragraph c of that article covers notarial acts — so on our reading notarial acts remain inside it, and whether a notarised board resolution counts as a notarial act or as a commercial document is open. Ask MOCIIP before you choose, and ask the Omani consulate before apostilling anything: some will not legalise over an apostille, and picking the wrong route can mean starting again abroad.

On cost, the Ministry of Foreign Affairs publishes OMR 30 for each commercial document it attests — CR, chamber membership, company accounts — and OMR 20 for an ordinary power of attorney, but no line written for a foreign company's incorporation papers. A power of attorney made before a notary in Oman is OMR 5 per principal, and one to transfer a commercial register lasts one year at most. No processing time is published for attestation, and the home-country steps run on other countries' timetables. Detail in document attestation, the 2021 declaration and power of attorney.

Stage 1 — trade name, commercial registration and investment licence

Everything here happens at the Ministry of Commerce, Industry and Investment Promotion (MOCIIP) on the Oman Business Platform, the same portal also called Invest Easy. You do not need a resident card to start. MOCIIP's own site said on 25 December 2025 that the platform lets an investor register a company remotely, without visiting the Sultanate, using facial recognition, and Times of Oman reported the ministry's Know Your Customer service on 5 July 2025 as letting foreign investors transact from abroad without a residence card. The platform's own registration page was closed to our research.

  • Three or four trade names, ranked — Arabic or Arabised unless the company is foreign-owned. See trade name rules.
  • Passports of all partners and managers.
  • The founding contract, which the platform generates in Arabic and English from what you enter.
  • A business plan or project summary, and a premises address with a lease.
  • An authorised signatory who is a shareholder, the capital owner, a board member, the manager or a finance or administrative employee — Ministerial Decision 245/2025.
  • For the investment licence that a foreign-owned company takes after the CR: a feasibility study, experience documents, a bank statement covering at least three months and a lease contract, per gov.om.

What you get back: the CR certificate, the partnership certificate and the authorised-signatory form — all three are on the ROP investor-visa list — and the investment licence, which gov.om says is valid for two years.

The same MOCIIP article of 25 December 2025 says the total cost of the mandatory stages only for a small company typically runs OMR 200 to 300, covering commercial registration, chamber and municipality fees and others. It does not itemise that figure, and it excludes rent, labour licences, visas, the medical and the bank balance. Our setup cost guide concluded that no fully sourced total can be built from published lines; the ministry's range sits alongside that finding rather than replacing it.

Capital: two official positions that do not match

There is no statutory minimum capital for an LLC or an SPC, and our other guides say a bank capital certificate is needed only where the activity or structure requires it. MOCIIP's December 2025 article, however, lists among the required documents a capital deposit certificate from a local Omani bank, showing the authorised capital deposited in a temporary account in the name of the company under formation. We are not resolving that for you. Ask MOCIIP whether your file needs one before you assume either answer.

How long: gov.om gives about four hours of service time for a single person company. MOCIIP's own article says one to two working days for the name, an average under five days to establish, and about 7 to 14 days to obtain all permits. Stage 2 — Chamber of Commerce membership

You hand in the CR and nothing else; you get back a membership certificate and card from the Oman Chamber of Commerce and Industry. gov.om lists the new-membership fee as OMR 33 with a ten-minute service time, and describes it as a separate registration after the CR, not an automatic one. Treat it as part of Stage 1, because the Chamber membership card is on the ROP investor-visa document list and banks ask for the certificate too. Stage 3 — premises: lease, lease registration and municipal licence

In Muscat the tenancy contract is registered with Muscat Municipality — online, through the Baladiyati app, or at a Sanad office — and commercial contracts are included. The municipality's fee page sets the registration fee as (monthly rent × length of contract) × 3%, so a one-year lease at OMR 100 a month costs OMR 36 to register. The rate was cut from 5% to 3%. Who pays it, landlord or tenant, is not stated.

Late lease registration: two mechanisms on one official page

Muscat Municipality's fee page says that if the contract is not registered and paid within one month of taking effect, a fine of three times the fee applies. The same page also gives a daily formula — annual rent ÷ 365 × days of delay × 0.09 — with a worked example of OMR 8.876 for 30 days on a OMR 100 monthly rent. Both are on the municipality's own page and we cannot tell you how they combine. Register in the first month and the question never arises.

  • A valid tenancy contract, or the title deed if you own the premises.
  • The signboard text certified by a translation office, with the sign's dimensions.
  • A trademark certificate, if a mark appears on the sign.
  • The licence certificate issued by Invest Easy, which the municipal licence is linked to.

You get back a municipal activity licence. Its annual fee is set per activity line under Muscat Municipality Decision 1/2018 and includes one sign up to 5 m²; it expires with your lease and is capped at one year; trading without one is an OMR 300 fine. No issue time is published. The reason this stage matters to your residence: the Ministry of Labour work-permit service requires the municipal licence and the rental contract to be uploaded before it will issue any work permit — including your own. Stage 4 — sector approvals

Some activities need a regulator's approval before they can operate — health, tourism, education, construction and others — and the Ministry of Labour also asks for approvals before it issues permits for specialised professions in fields such as health and education. The licence simulator on the Oman Business Platform tells you which approvals your activity code triggers. The restaurant, clinic and pharmacy and travel agency guides set out the main ones. The Civil Defence and Ambulance Authority publishes no fee schedule or processing time.

Stage 5 — Tax Authority: registration and tax card

Both are now gov.om services: the income tax registration card was updated on 28 March 2025 and the tax card card on 19 January 2026, and neither lists any document beyond holding a commercial register. Registration is due within 60 days of starting activity or of registering with MOCIIP. Banks and the Ministry of Labour ask for the card in practice, although we found no rule obliging them to. Stage 6 — Ministry of Labour: your own licence and the first Omani

Signing before you have a card. Ministry of Labour transactions run on PKI e-signature, which residents obtain with a resident card. The Ministry publishes a free Electronic Authorization Form service intended, in its own words, for employers who lack electronic certification and for investors without resident cards: you authorise a resident who holds PKI to act for the establishment. You hand in the signed and stamped form, the authorised person's ID or resident card copy, and your passport copy; it is available through the Ministry's portal and Sanad offices.

Your own work licence. The ROP investor-visa list includes a Ministry of Labour work licence stamped “investor”, which the police say is needed by anyone who will live in Oman and work in their own company. Annex 1 of Ministerial Decision 602/2025 prices the investor category at OMR 301 — OMR 1 issue plus OMR 300 registration. The Ministry's work-permit service, which covers investors as well as workers, requires the municipal licence and rental contract on file and gives one to two weeks to process.

Your own licence gets no Omanisation discount — and most cost summaries leave it out

Article 8 of MD 602/2025 cuts work licence fees by 30% for Omanisation-compliant employers and doubles them for non-compliant ones, but states that this does not apply to the investor profession category. So your own licence is OMR 301 whatever your Omanisation status. That OMR 301 is missing from most published cost summaries of the investor route, including the worked example in our own setup cost guide.

The first Omani. Ministerial Decision 411/2025, published on 5 October 2025 and in force since 6 October 2025, requires a company founded by a foreign investor to employ at least one Omani once a year has passed from the start of commercial activity, register that employee with the Social Protection Fund, and meet the sector Omanisation ratios. Companies already trading when it took effect have six months from their next CR renewal or work licence issue or renewal. The decision states no penalty itself; blocked transactions are what secondary sources report. An insured worker must be registered with the Fund within 30 days of starting. Stage 7 — the corporate bank account

Expect to hand in a CR dated within a week, the Chamber certificate, the constitutive contract, a board resolution naming signatories and limits, passports of every shareholder and signatory, proof of a physical address and — for an LLC at Bank Muscat — signatures from all shareholders, plus attested documents for any foreign corporate shareholder. Realistic times are two to three weeks for an Omani-owned company and four to eight weeks for a foreign-owned one, with a minimum balance from about OMR 200, and the bank decides. One point worth knowing: the bank account is not on the ROP investor-visa document list, so on the published lists it is the long pole to trading rather than a prerequisite for your card — unless MOCIIP asks you for a capital deposit certificate at Stage 1. Stage 8 — Royal Oman Police: investor visa, medical and resident card

For a company partner the route is the classic investor visa, which the ROP's Arabic page prices at OMR 50. The OMR 250 and OMR 500 five- and ten-year products on gov.om are the long-term investor residency, a separate route covered in investor residency. The applicant must be at least 21, and the documents the ROP lists are:

  1. The electronic application form from the ROP website, approved by the company.
  2. Two 4×6 cm photographs and a passport valid for at least six months.
  3. The original partnership certificate and the authorised-signatory form from MOCIIP.
  4. The Ministry of Labour work licence stamped “investor”.
  5. The Chamber of Commerce membership card.
  6. A valid commercial registration.
  7. A medical certificate attested by the Ministry of Health, for nationals of the listed countries.

The visa must be used within six months of issue, is multiple-entry, and lasts for the period of the licence from the competent authority; no page states that period for the classic route, and no processing time is published. Once you enter, the ROP's English page gives you 30 days to obtain the resident card.

The medical. The investor-visa page lists ten countries “for example” — India, Pakistan, the Philippines, Bangladesh, Indonesia, Egypt, Sudan, Ethiopia, Syria and Nepal — while the ROP work-visa page lists eleven, adding Sri Lanka. Iran is on neither list. Separately, the in-Oman medical fitness form is OMR 30, or OMR 40 for a food handler, through the eHealth portal or a Sanad office, and is valid 30 days. gov.om lists a medical examination certificate among the resident-card documents without naming nationalities; no page says in terms whether an investor from an unlisted country must take it, though the document lists suggest you will be asked for it. The card itself. You attend in person at a Directorate General of Civil Status with your passport carrying the residence visa, the Ministry of Labour form and the medical certificate. The published procedure takes a digital photo, an electronic signature and a thumb impression, and states about 15 minutes from data entry to handing over the card. The ROP's Arabic page requires personal attendance from age seven, which matters when your family follows. No separate fingerprinting appointment, deadline or fee is published.

The resident card is OMR 5 a year — not the OMR 10 you will read

Royal Oman Police Decision 157/2025, published on 9 November 2025 and in force the next day, sets the resident card at up to ten years, at OMR 5 per year of validity, with a replacement at OMR 20 and renewal due within 30 days of expiry. Older figures still circulate on official pages: OMR 6 and OMR 11 on the ROP's own card pages, OMR 11 on gov.om, and OMR 10 on Oman Portal — the OMR 10 also appears in some of our older guides. The decision is the law, and it is the figure to budget from. A longer card does not lengthen your permission to stay. See renewing the resident card.

Stage 9 — after the card

  • Family. ROP Decision 87/2026 adds foreigners licensed to invest in Oman to the people who may sponsor family members under the Executive Regulation of the Foreigners' Residence Law; which relatives qualify is covered in the family visa guide linked at the end of this item. The family joining visa needs your residential lease and attested marriage and birth certificates — civil documents, which are inside the Apostille Convention for Oman. Its fee is OMR 20 on the ROP Arabic page and OMR 30 on the English one. See the family joining visa.
  • Driving licence. Exchanging a foreign licence is OMR 10 and needs the resident card, a blood group certificate and an eye test no older than 30 days. See the driving licence.
  • Renewals. The investment licence and your investor work licence both run on two-year terms; the tax card every two years; the municipal licence with the lease, at most a year; Chamber membership yearly in advance; the resident card within 30 days after expiry.   • Time away. Residence is lost after six consecutive months outside Oman under Article 18 of the Foreigners' Residence Law, and we found no published exemption for investors.

That is a sum of published lines, not a quote: it leaves out the company-side fees above, attestation and translation, rent, and any agent's charges. For the full government fee sheet see Oman government fees.

Mistakes that cost weeks

  1. Apostilling the parent company's documents. Oman's 2021 declaration excludes commercial documents, and some consulates will not legalise over an apostille, so the chain can have to start again abroad. Ask the consulate first.
  2. Leaving the Chamber until later. The membership card is on the ROP investor-visa list. A ten-minute OMR 33 step left undone stops the visa file.
  3. Signing or registering the lease late. The lease feeds the investment licence, the municipal licence and every Ministry of Labour permit, including your own; an unregistered lease also attracts the municipality's late charges.
  4. Taking the medical too early. The form dies after 30 days, and the card must be obtained within 30 days of entry. Out of sequence, you pay twice.
  5. Budgeting from stale figures. The resident card is OMR 5 a year, not OMR 10, and your own OMR 301 investor licence is missing from most cost summaries.

What nobody can promise you

The Royal Oman Police issues the investor visa and the resident card, and the decision is theirs. The bank decides whether to open the account, on its own criteria. The medical is pass or fail. A complete file in the right order removes most of the delay; it does not remove anyone's discretion, and an office or agent who says otherwise is promising something it does not control.

What no official source publishes

  • The new-CR fee for an LLC, and any fee or validity period for a trade name reservation.
  • Whether a notarised foreign board resolution falls inside or outside Oman's Apostille declaration, and the attestation fee line for a foreign company's incorporation papers.
  • Processing times for attestation, the municipal licence, the classic investor visa, and the bank account.
  • The term of the classic investor residence permit, and the renewal fee for the OMR 50 investor visa — gov.om's renewal page lists only the OMR 250 and OMR 500 products.
  • Whether an investor from a country outside the medical lists must take the in-Oman medical before the card.
  • Who pays the 3% lease registration fee, and how the two late-registration mechanisms combine.
What documents do I need to register a company in Oman as a foreigner?
Passports of all partners and managers, valid for at least six months for the investor visa; the founding contract, which the Oman Business Platform generates; a business plan or project summary; and a premises address with a lease. A foreign-owned company also takes an investment licence, for which gov.om lists a feasibility study, experience documents, a bank statement of at least three months and the lease. If a shareholder is a foreign company, add its commercial extract, articles, good standing certificate, board resolution and power of attorney, attested and translated into Arabic. MOCIIP's December 2025 list also includes a capital deposit certificate, which does not match the absence of any statutory minimum capital, so ask MOCIIP whether your file needs one.
Does Oman accept an apostille on a foreign company's documents?
Not for commercial documents. On 23 March 2021 Oman declared that the Apostille Convention does not apply to commercial and customs documents of any type, origin or value, and applies only to civil public documents, so a parent company's incorporation papers need the consular chain through the Omani embassy and then attestation in Oman through Oman Post. Whether a notarised board resolution counts as a notarial act inside the Convention is not answered by any Omani page, so ask MOCIIP before choosing a route.
Do I need a work permit in my own company to get an Oman investor visa?
Yes, if you will live in Oman and work in the company. The Royal Oman Police investor-visa document list includes a Ministry of Labour work licence stamped investor, and Annex 1 of Ministerial Decision 602/2025 prices the investor category at OMR 301. Article 8 of the same decision excludes the investor category from both the 30% Omanisation discount and the doubling, so it costs OMR 301 whatever your Omanisation status.
How much is the Oman resident card now, and are fingerprints taken?
OMR 5 for each year of validity, up to ten years, with a replacement at OMR 20, under Royal Oman Police Decision 157/2025, in force since 10 November 2025. Several official pages still show older figures of OMR 6, 10 or 11. The published procedure takes a digital photo, an electronic signature and a thumb impression at a Directorate General of Civil Status, in person; no separate fingerprinting appointment, deadline or fee is published.
Can I register a company in Oman before I have a resident card?
Yes. MOCIIP says its Oman Business Platform lets a foreign investor register a company remotely, without visiting the Sultanate, using facial recognition to verify identity. On the labour side, the Ministry of Labour publishes a free electronic authorisation service intended for investors without resident cards, so that a resident holding PKI can act for the establishment.
How long does it take to set up a company and get an investor resident card in Oman?
Roughly two to three months end to end in normal circumstances, by our reckoning from the published timings. The commercial registration takes three to seven days once documents are ready, and MOCIIP itself says under five days on average; the long poles are the corporate bank account, two to three weeks for an Omani-owned company and four to eight weeks for a foreign-owned one, and the resident card, for which six to twelve weeks is our synthesis of several sources rather than an official timeline. Attestation of foreign documents is the delay that most often stretches it.
